Summary:

Standards handed over to the Agentic AI Foundation under the Linux Foundation

Agents begin sharing workflow standards, while inference interfaces continue to fragment. On the funding side, the market is reminded that from ETF buying to client asset custody, scale growth still needs to be tested by price and responsibility.

01 | Tech stocks fall again, bitcoin under pressure and ETF inflows appear simultaneously

On October 22, the U.S. tech sector suffered another selloff, with the Nasdaq Composite closing down about 2.6%. On the same day, CoinDesk reported that bitcoin fell below $82,000 during intraday trading. Another report showed that U.S. spot bitcoin ETFs attracted about $1.08 billion in the first three trading days of the week, with capital inflows and price pressure appearing at the same time.

This contrast shows that ETF buying is only part of pricing. Tech stock risk appetite, derivatives positioning and selling by other coin holders may still offset some of the new demand. For the AI industry, corporate orders and project visions cannot automatically eliminate market doubts about capital returns. From a cross-asset perspective, increased institutional participation has not detached bitcoin from global risk trading. Short-term inflows are worth watching, but directly extrapolating a few days of data into a sustained rally still lacks sufficient evidence.

02 | Anthropic hands over Agent Skills, competition extends to workflow standards

On October 22, Anthropic announced that it would hand over the Agent Skills standard to the Agentic AI Foundation under the Linux Foundation. The company said more than 70 agent platforms have integrated the standard. Engineers from Anthropic, Google, OpenAI and other companies will participate in maintenance in a personal capacity.

Models can be replaced, but the process knowledge accumulated by enterprises needs to be continuously reused. The skills standard organizes operating instructions, scripts and reference materials, helping to reduce the cost of migrating workflows across platforms. From the perspective of industrial division of labor, open standards allow more vendors to enter the same ecosystem and push competition toward who can execute these processes more reliably. However, format compatibility does not mean permission control, security review and actual results are already consistent. After enterprises obtain transferable files, they still need to verify whether different agents can complete tasks within the same boundaries.

03 | Coinbase Ireland fined, group outsourcing still requires local custody responsibility

On October 22, the Central Bank of Ireland announced a fine of about €3.25 million on Coinbase Ireland over historical violations in client fund custody and outsourcing management. The regulator pointed out that the local entity relied excessively on the U.S. group, with insufficient system design and control testing, leading to a long-standing funding shortfall in designated custody accounts. Coinbase said the issues have been fixed and no customers lost funds or were unable to withdraw as a result.

The penalty targets the fiat currency services of e-money institutions. The regulatory concern is whether locally licensed entities can fulfill their supervisory responsibilities when systems are shared within a group. From an institutional client's perspective, brand scale and a unified technology platform are only the starting point; asset segregation, balance reconciliation, anomaly reporting, and local management capabilities also matter. Cross-border operations can share infrastructure, but the responsibility for safeguarding funds must be implemented on a per-legal-entity basis. The larger the scale, the more accounts and processes that internal control failures may affect.

04 | Decisions API Officially Opens, Small Decisions Become an Independent Inference Product

OpenAI officially opened the Decisions API on October 22, targeting tasks with a limited range of answers such as classification, request routing, and action selection. The company says that when using GPT-6 Luna, the speed of relevant decisions can be up to ten times that of calling the same model through the Responses API. The update also supports native JSON, image input, and up to 400 questions per request.

When an agent completes a task, it often must repeatedly judge which path to take next. Delegating such small decisions to a dedicated interface can reduce the overhead of generating lengthy responses each time and make complex workflows easier to decompose. From a product structure perspective, model vendors are segmenting intelligence into services with different latency, cost, and output constraints. However, the maximum speed improvement is a specific comparison disclosed by the company and cannot be extrapolated to all tasks. What enterprises truly need to verify is whether routing error rates and total completion time improve together.

05 | Ethereum Proposes Four-Minute Finality, Speed Boost Targets Cross-Chain Capital Lockup

CoinDesk reported on October 22 that Ethereum researchers have submitted a new draft plan to shorten transaction finality time from approximately 16 minutes to approximately four minutes. The proposal intends to separate block selection from finality voting, but the design is not yet complete and no activation date has been set. Finality here refers to the network's confirmation of a transaction's irreversible state, which is distinct from a transaction first being included in a block.

The economic significance of this change lies in the fact that cross-chain services often advance funds to users first and then wait for source-chain funds to complete settlement. The longer the wait, the more working capital is tied up for the same volume of business. If the proposal is implemented in the future, shorter waits could reduce liquidity costs for some services. Connected with recent speed improvements across other public blockchains, performance competition is affecting capital efficiency in payments and cross-chain operations. However, whether fees will decline still depends on risk, competition, and operating costs, and cannot be guaranteed solely on technical targets.

Uber expands ChatGPT Work from pilot to company-wide. An October 22 announcement said the deployment will cover more than 30,000 employees, accompanied by an internal skills library, approved integration tools, and training. The previous pilot involved about 1,000 people. After the expanded deployment, actual usage rates and measurable efficiency gains remain to be seen. (Source: OpenAI)

Fireblocks denies it is in acquisition talks with Visa. In an October 22 report, the company explicitly denied claims about negotiations, and Coinbase subsequently also denied involvement in a potential deal. There is currently no confirmed transaction agreement, and the rumored offer price should not be treated as a completed valuation. (Source: CoinDesk)

XRP Ledger fix upgrade delayed after support votes briefly fell short. CoinDesk reported on October 22 that a decline in validator support reset the 14-day activation countdown, with the expected activation date pushed from October 23 to November 4. The new date still depends on subsequent support. (Source: CoinDesk)

Besi orders beat expectations, advanced packaging demand remains resilient. Reuters reported on October 22 that the chip equipment company's quarterly orders were above analyst expectations, supported by AI data center demand. Divergence between supply chain orders and tech stock performance also reminds the market that demand changes need to be assessed link by link. (Source: Reuters)
